Ok, I've committed a change to the xsl files in all of ubuntu,
kubuntu, xubuntu and edubuntu to show the draft watermark on all html
pages.

I've also removed the link to the packaging guide and style guide from
the sidebar (now both on wiki). For future reference the sidebar can
be edited from the ubuntu-hardy branch in
teamstuff/doc.ubuntu.com/sidebar.etc
