Server Guide - Security - User Management Patch

Greets, Team. Please review the following patch I have prepared for the
Ubuntu Server Guide, Security section.

Changes are noted in the commit comments, but to outline here, I've made
the following changes and additions.

- Added a basic narrative about the Security section.
- Added a much needed section on User Management
- Reordered User Management as first section, as I thought it is a good
starting point.  Please advise if the order seems off.
- Moved previous Security introduction to the Firewall Introduction.

This is my first stab at bzr, so I look forward to any pointers the team
may have based on the results of my work so far.

I also followed the syntactical formatting, line spacing, etc, of the
Package Management section, as I though it looked the cleanest.  Again,
tips are welcomed.
