I'd say that those programs are out-of-scope; the Keeping Safe section
is more of a basic, bare-essentials security guide for regular users.
It's unlikely that most regular users would need/want to set up rootkit
protection, and AV programs aren't (currently) important to most Ubuntu
users.

That's not to say that these programs shouldn't be mentioned somewhere
in our documentation, though. Are they covered on the help wiki [1]?
