Reinitialize the branches?

We had discussed the possibility of creating tar balls for people with
slower access to the Internet.  We should implement this at the end of
 a release cycle and then we can reset the history.  We might also
want to consider keeping one master branch on LP that has the full
history for every release for reference.  Is this a good compromise?
