[Students] Technical-reviewing documentation

Hi guys,

I've updated the tech-review information on the wiki:

This is hopefully a bit more informative now, but please let me know if
it doesn't cover something that you think that it should. There is a new
tech review status page too:

This page lists all of the sections which are currently part of the
Ubuntu system documentation, and should hopefully make it easier to
co-ordinate our tech-reviewing efforts. Simply pick a section to work on
and mark it as yours by following the instructions at the top of the
page.

There's also a page of example tech-review notes, which you may find
useful:

Finally, I was thinking that it might be a good idea to hold a
"Technical Reviewing" workshop on IRC at some point. Would anyone be
interested in this?
