New Community Team Home Page

As has been discussed in the past, I modified the new Home Page to be a 
little more communicative.  In order to communicate the changes, when 
I finished the PageDiscussion, I added a comment on the code for 
/Home so that anyone working on it, or has subscribed to it, would 
know that it was under development and could provide comments prior 
to launch.  Since I have not received any further 
comments/suggestions after listing these proposed changes on
PageDiscussion, I have launched the new community team home 
page.
