HelpOn: PageCreation

In an effort to help reduce the confusion of users, I have:

- Incorporated information from HelpOnPageCreation into 
/WikiGuide/PageCreation.
- Set up a redirct so users going to the HelpOnPageCreation on the 
community help Wiki page are redirected to our WikiGuide version instead.  I also put a disclaimer at the top of the top 
explaining this.

I going to work on doing something similar as per our previous discussions 
and keep the team informed accordingly.
