Wiki homepage should be immutable

There is kind of an unspoken rule regarding the changes on those pages.  
I actually learned that when I made changes on the home page for 
help.ubuntu.com/community without discussing it.  I will including when 
and how to make changes to that home page, as well as the wiki team home 
pages within either the WikiGuide or the Wiki Docs Team articles.

Unfortunately, some times, other teams need to make changes as well, and 
to help the community, we cannot monitor them all.

It may be something to vote on, however; but it would need to be votes 
from the different teams, not just us.
