Transition to Mallard?

Based on the discussions so far, I would like to see us move forward
with a testing branch for switching to Mallard.  I would not pressure us
to get it done for Lucid at all given that we are halfway through the
release cycle and no blueprints or approvals exist for the switch yet. 
Rather than pursuing such a tight schedule there, we should instead
focus on getting the existing Docbook version of the docs up to date for
Lucid as there are many outstanding problems with them (check the bug
report list [1])

I think now is a great time to simply start playing with Mallard to see
how easy it is to use, what troubles we may have during the switch, and
what problems may come in a deployment environment.

I don't think it is a big deal to be stuck with Docbook for the LTS
release as we will primarily only be releasing patches via SRU, not
writing new documentation for it.  The thought had occurred to me
though.  I don't think we would switch over formats during a service
pack type release, as this would most likely not qualify for a SRU.
