I've copied the structure of the proposed document to our bzr branch.
Each of the sections remains to be written - this would be a cool way
for anyone interested in contributing some documentation to the team
to get involved: simply pick a section, write some content and submit
it. As always the step by step guide to contributing to the system
documentation can be found here:

If you're planning on working on the document please write your name
on the NewToUbuntu wiki page as above, together with the details of
the section that you are interested in writing. Remember - content
should be short, simple and to the point!

and structure of the document are still welcome.
