Launchpad doesn't create pot files automatically. It is up to us to
generate them in the bzr branch. Once that is done the translations
are automatically synched to Launchpad.

(Given that we now use translations in the upstream project rather
than on the Ubuntu project - for those packages which use translations
on the Ubuntu project, the pot file has to be generated before the
source package is uploaded or as part of the binary package build
process).
