[oneiric] Where should we keep the serverguide?

Hey Adam,

I went through our bug list the other day and tagged all the serverguide
ones that didn't yet have a tag, so it should be easy for you to find
current issues.  Also should make it easy if/when it comes time to move
the bugs to a new upstream project.
