Drafting the docs team strategy document

Hi All,

I had started drafting an Ubuntu docs team strategy document, but then
thought that it would be better to do the drafting out in the open. I've put
up a branch on Launchpad, which you can get from here:

https://code.launchpad.net/~ubuntu-core-doc/+junk/ubuntu-docs-strategy

It's really rough right now. Some items are just notes or comments, so keep
that in mind as you take a look at it. The source format is currently plain
text, but I think the best spot for it will be on our team wiki page after
we finalize it.

Members of the ubuntu-docs-committers team can push to the branch, but
anyone can feel free to add to it via merges. Also, we'll still discuss it
as a team once it gets into a more complete draft stage. You can feel free
to contribute to this / ignore this as you please for now.
