UIFe: Panel icon colour and text colour when Dash is open

Hi,

I wanted to request an exception for Unity so we can make the Panel have 
readable icons and text when the Dash is open and the panel becomes 
semi-transparent.

The bug effects all non-dark-paneled themes but also Ambiance as the 
text with Ambiance has a embossed effect that makes it hard to read.

This does not effect any strings, just the way it looks. If it's 
approved, the change can land in today's upload of Unity.
