The fact that only one, or maybe no one based on the below comment,
knows much about the above is a SPF (single point of failure). That is,
if that individual leaves the team there is no one to do this work.
Decisions should be made from a team perspective and not from
individualistic ones. We were severely bit by this mentality when some
very active members left the team a few years ago.

I singled you out because I thought you were knowledgeable.
Any team member can do any work but theming/display work should not be a
requirement of the Documentation team. If we cannot get it done after a
few weeks we'll get the help we need (Canonical).
