Dutch translation wiki main page

Hi :)
I think consensus about this previously has been to avoid translating
ALL pages. The different language teams are free to translate
specific pages or create their own.
There are a very few pages that do need to be sync'd and kept
identical in each language but generally it seems better if groups are
free to decide for themselves so that they can be free how to best use
their time and are free to fit cultural norms rather than trying to
enforce americanisation.
