I have copied the English page 
https://help.ubuntu.com/community/UserDocumentation to a new page and 
started with the Dutch translation, see 
https://help.ubuntu.com/community/gebruikersdocumentatie. I hope this is 
the right way to do it. Once the main page is translated I will ask if 
someone can add a link to the English main page, or add a language 
selector to it.
