Another good measure would be needing to belong to a particular group in 
Launchpad to edit, and the group requiring moderator approval.

We can make a team of many people the moderator, so subscriptions are 
approved almost instantly. It could be for example the Ubuntu Members 
team, with 742 people, or the Ubuntu Bug Control team, with 541 people.

This has proven to be highly effective with many bots trying to join the 
Papercuts Ninjas team during the attack. All the attackers were 
repelled, and all genuine memberships were approved in less than a day. 
That been myself the only person approving them.
