That would be fine.  Perhaps some of the Ubuntu setup could take place 
AFTER the user data script runs (if there is one) and then the script 
could drop hints that could assist the initial Ubuntu config.  If there 
was some sort of  "API" then that could provide an option for the user 
data script to make some of these choices when ubuntu starts 
(accounts,passwords,packages,etc...).
