I've just started playing around with KDE on Windows.
http://windows.kde.org
In the 4.4 Distribution, I came across a program called showFoto which
looks promising as a tool to do simple photo editing, including text
annotation.
It looks like it is related to DigiKam.

The DigiKam site indicates compatibility across Windows, Mac and Linux
and is open source.
