problem with permissions

Hello all

Good night

I have a problem with changing permission , I want to change permission of a
bin file to be an executable file
it works only when the file on the desktop , home folder or File System
partition
but if the file on other partition it doesn't work

note : I tried to change the permission from the GUI or form terminal by
(chmod 777 filename)
