I had that same ambition about voxforge. To get Arabic added
to voxforge we need to translate the applet, already translated
most of it, translate the website and provide them with Arabic
prompts for the database. Check this link out

I tried to get my professors excited about voxforge but they
didn't feel that we will be able to control the quality of the database.
I guess the best way to do this is to encourage speech researchers
in different universities to help collect the database. I would have
paid for this kind of database if it existed when I was doing my
research.
The other way is to record audio from news stations and use it,
but I am not sure about the copyrights.
About the licensing issue. HTK prevents re-distribution. That's why
you won't find it in Ubuntu repos for instance. And of course I am
not talking about a proprietary product either.
Finally, I will leave the workshop decisions to you. I suggest it
to be one day workshop. Gather some students and teach them
about speech recognition engines and help them create their own.
How about that ? Then may be we can move to the next step and
contact some university professors. But I guess we will have to
meet privately to make sure that the workshop will go smooth and
prepare ourselves for any surprises :)
Finally, don't worry about the admin. He's a good friend of mine.
