Okay, here is what I barely got from the Question :)
Seems they told u to use MS SQL-server along with MS Visual Studio probably
they asked (or will ask you) to use this along with C# or VB(if they are
really evil :D .... (usually in this happens in the DB Class of our
lovely curriculum)
To develop a Desktop database-application, then you need the following
things:
- a database management system (DBMS) --Either use MS SQL-Server or
MySQL<http://mysql.com>(which is open source)
- a database server management environment (something to make creating
databases, tables and stuff like that a lot easier) with *MS
SQL*server, you will use
*SQL MANAGEMENT STUDIO *... if u r going with *MYSQL *you will need
either* PHPMYADMIN* or *MYSQL WORKBENCH*
- a Programming Language: If u're going to use MS stuff, you will need
to use *C#* .... If u r going to use open source, probably* Java* is the
way to go!
- Finally ... you will need an IDE (a place to write that code and
compile it and bla bla bal) ... going MS will mean you will use *MS
Visual Studio* if you are using Opensource stuff (MYSQL, MYSQL WORK
BENCH and JAVA) you will need an IDE to write java, then Netbeans or
eclipse are your choice :)

*Please NOTE*: combining between the two worlds (MS stack and the open
source stack) will have little or no chances to succeed :D
