Configuracion ftp

Estoy intentando montar un servidor ftp en mi maquina linux, pero no
puedo acceder a é, he enviado el archivo de configuración como adjunto
para ver si alguien puede echarme una mano a configurarlo.
Quiero que cualquier persona con la dirección pueda acceder a el y
descargar mis ficheros.
Llevo todo el finde intentándolo, pero sin éxito
