separate mailing list for new users

I'd like suggest a moderated mailing list specifically for new users.
Ubuntu-users is not only high volume, but some of topics are definitely not
meant for new users. Looking at the April archives, there are discussions
about kernel programming, vmware, and cron scripts. Also by moderating, we
can trash a lot of infinite vacation messages that get repeatedly bounced.

An alternative might be filling out a web form somewhere with relevant info
(email address, ubuntu version, and detailed description of the problem) and
the form would be emailed to everyone on the help team and a conversation
could be started. Maybe this could be part of some help application that
gets automatically installed instead.
