What errors are you getting? Until you state the exact error messages
got during installation or re-installation it is not easy to guess
what might have gone wrong.

Did you try reinstalling the package. postgresql-common is a
dependency and it needs to be installed. Try removing the package if
it has already (but incompletely) installed. Then try to install the
package again. If you continue to have problem, check the md5sum to
make sure you have downloaded without errors and if so, make a fresh
download of the package and try installing it.
