[ubuntu-in] Compressing / reducing size of a pdf file

Hi

Just downloaded a humongous pdf file from a Govt website 186 mb (96
pages) its been created by coral draw pdf engine.

Need to know if it can be scaled down in size.

Its in color but to send around it can be in b & W.

Tried reprinting it to pdf from evince, there was an option to reduce
dpi to 150,  but got no output.

in case people are curious about the file its link attached below

so any suggestions
