[ubuntu-in] Auto restartting ADSL connection

Hi

I have a BSNL ADSL broad band connection, which is quite flaky due to
a bad exchange and due to lots of rain (yeah where i am we are getting
quite some rain)

because of this i have to constantly keep logging it, so was wondering
if there was a way my Ubuntu 9.04 could check the status of the adsl
connection every now and then and try and restart it automatically.

I don't know what the terminal command is
but if there is one would a command using watch (with the correct command) work

I know it works when i connect using a data card connection like
$sudo watch wvdial
