I dont know the source of problem (no net on 9.04) but you can do one thing,
on ubuntu 7.10 press key combo *Alt+F2 * then type *update-manager -d*, an
update manager will open in that the latest distribution will listed to
install.

or download 9.04 alternate cd from ubuntu website then google how to upgrade
from alternate cd.
