I've faced this need several times also, and to be honest, have not
found an adequate solution. In my case, I would normally need this
feature for video files. In the end, I had a little script that would
use ffmpeg to cut the video files, create new files, and make a
playlist out of that. Not very pretty. Would be great if someone knows
of a software that allows these sort of timed playlists. I can think
of a way to hack up something quickly to do this in a browser using
the <audio> tag, but that would be restrictive in terms of the formats
it supports .. if there isn't a desktop app solution, I'll probably
build something like that for myself - shall let you know when / if i
get around to it.

Thanks for framing that question well - hopefully someone gets back
with something that exists already ..
