This is most probably a hardware fault  and I doubt you can do
anything with Ubuntu to fix it. If it's a HDD with USB casing you
could try to connect the drive directly to your system (internally)
and try to recover the data using dd_rescue or similar tools.

In any case, it's best that you make arrangements to get it replaced.
