[ubuntu-in] LoCo Reapproval and best practices

Heya folks:

As part of the ongoing LoCo reapproval process, Laura Czajkowski from
the Loco Council announced best practices and guidelines for LoCo teams
[1].  I'd like all of you to take a look at it and think of perhaps IRC
meetings and small meetups since we definitely don't want to lose our
approval.
