It is not one for power and one for data.
USB ports can only supply 500mA of power one each port. And most hard disks
require more than 500mA to operate. So they cannot be powered by a single port.
(Some newer disks operate at 500mA and can be powered by a single port.)
Either these devices should be directly plugged into ports on the PC and not
into an unpowered hub. (Each Hub draws 100mA for itself so only 400mA is
available for all the devices connected to it.)
