I looked into the usb-modeswitch-data package inside file
/lib/udev/rules.d/40-usb_modeswitch.rules and the vendor/product id
displayed by your modem seems to be listed (but with different name).
# ZTE MF820 4G LTE
ATTRS{idVendor}=="19d2", ATTRS{idProduct}=="0166", RUN+="usb_modeswitch '%b/%k'"

So ideally it should automatically switch to modem mode. If it is not
switching then it could be problem with in file
/usr/share/usb_modeswitch/configPack.tar.gz. But I don't know how to
interpret this file, so can't help much.

I suggest that you log a bug.
