My personal policy is to give tor uses in #ubuntu channels that have a
tor ban, a +e (exemption from ban)[op up, /mode #ubuntu +e USERNAME ]
this exempts them from all bans/quiets/etc, so be very sure you know the
person you are setting +e.  The flip side of that is, if the +e setting
is abused, they can assume they will not be allowed back in for a nice
long time.

Freenode does not have a "no tor" policy, although some larger channels
do.  Here is freenode policy on tor, which is followed in the larger
#ubuntu channels, iirc.  http://freenode.net/policy.shtml#tor
