I didn't see him mention that (or are you not talking about just this list?), 
but again -- it's just not right to say that that's always the best 
or "proper" thing to do. If you have a zillion join/parts, setting +R is 
totally useless (i.e. no point in setting it at all). If you have a *lot* of 
abusive members in the channel plain +r is useless (in which case you'd 
consider +R temporarily, +m perhaps, banning/kicking individually etc -- 
different options). +rR would be useful in a scenario where, say, you have 
bots that join and talk as well.

Best thing to do is to use judgement.
