I would have to disagree with this. Using the same reason you have about
#ubuntu-effects, When Gutsy is released, it will officially be the latest
supported Ubuntu release, and not the ubuntu+1 release. Let's try to keep
ubuntu+1 really just for ubuntu+1, which in this case would be Hardy.

I agree with gnomefreak's disagreement, and I would add one more reason:
3. Ubuntu's the only one that has the Desktop Effects and Compiz-Fusion by
default. Kubuntu doesn't. Not sure about Xubuntu. Should we start redirecting
Kubuntu people to #ubuntu for questions for Compiz-Fusion?
Other than those I'm good with the other points.
