I thought that using #ubuntu+1 rather than a separate channel would simplify
things, because Gutsy users are already in there, and many of them are
usually unhappy when the channel is closed down.
But your opinion on this is echoed by other operators, too, and it must have
merits. For me, using a different channel instead of #ubuntu+1 wouldn't
change the substance very much.
In fact, I have registered #ubuntu-upgrading, and it is ready for use, but
locked at the moment.
Freenode staff and Ubuntu IRC operators can join it and, if felt necessary,
open it.
Given the disagreements, however, I urge anyone who is able to open it to ONLY
open it with a strong support from operators and IRC council members.

Using it only during attacks is useless. +J's purpose is to attempt to
*prevent* attacks from happening.
However, while it's true that many people are going to join often, I assure
you that, with reasonable settings, we should not end up blocking any
legitimate users. While experimenting with the settings, it's imperative that
we keep #ubuntu-unregged under a close eye for overflowers, and promply
instruct them to retry joining #ubuntu. But this just shouldn't happen once
good settings are found.

That's a common concern, from what I could see.
I want to assure everyone that I intend to make it very clear in the final
guidelines that ONLY questions that OTHER people have asked in OTHER channels
can be relayed to #ubuntu-meta, and that anything else would result in a ban
from the channel. This rule should be applied strictly.
