New Bantracker bot commands

Nifty.  While we're at it, I had one wishlist feature, that may or may
not be in progress, so I thought I'd mention it to check:

Periodic (say, once per release) syncing of the bantracker with the
actual bans as measured by Freenode, to account for the occasional bot
downtime, netsplits, bots leaving channels (notably
#ubuntu-release-party), and other weird things that result in the
bantracker showing bans that have long since been lifted or not
showing one that was placed.

Perhaps that was already done and I just haven't been around enough to
notice.  Anyone know?
