Bans across namespaces

Greetings,
The IRCC would like to remind all Operators within our namespace that it
is *not* within our procedures to set pre-emptive bans on people in
channels in our namespace for things that they have done elsewhere.
There are of course extenuating circumstances, but these are judged on a
case-by-case basis. Operators should make every effort to discuss the
extenuating circumstances with other Operators in #ubuntu-ops before
pre-emptive banning, with the obvious exception to this being where
there is obvious and imminent danger of significant service disruption.
The IRCC has tonight lifted a ban placed in #ubuntu on a user, "spO" who
had performed a relatively minor troll in #launchpad. This user had done
nothing wrong in #ubuntu. In the interest of avoiding future issues
"spO" was introduced to, and understands, the guidelines of our IRC
channels.
If in future you have a concern about users from other namespaces who
are also in ubuntu channels, it is preferred that you alert other
Operators in #ubuntu-ops, rather than pre-emptive banning.
