Operator guide document?

Dear all

I've had the privilege of being an operator in #ubuntu-offtopic for a while
now, and despite that, I still don't quite understand the whole structure of
the IRC domain.
A lot of resources are already available on the IrcTeam[1] wiki page, but
often, I find myself unsure *how* the FloodBots work, how they take
preference
over each other and such (there was an issue regarding this recently, when
bots started in the wrong order would de-op each other in #ubuntu).

In addition to that, I'll constantly see references to #ubuntu-bots-monitor
- another channel I don't completely get the point of (read: I don't even
know
what it's there for).

I'd like to petition the IRC Council to start such a documentation process
once new members have been elected - possibly setup a fresh project on
Launchpad (ubuntu-irc)?

Pardon my ignorance around these matters, but as a new operator, a lot of
new things and workflows have to be incorporated into your head, and
I feel that if a proper document was readily-available to outline what the
individuals channels, modes, bots, etc. are there for, I think it would
be much easier to dive into, without expecting new operators to be crippled
for long periods after their selection.
