While on the topic of namespace ownership, JR has/was at some point
the GC for #kubuntu and associated namespaces.  Since the IIRC or
Seveas at some point changed this, no one has informed Mr. Riddell.  I
think as #namespace issues are sorted, we need to consider the group
leads and ensure they have at least +f in their said namespace, so
that Riddell is +f on #kubuntu* Cody is +f on #xubuntu Jordan is +f on
#edubuntu and so on.

Each team leader within the community should be involved with the
formation of this governance document imo.
