If my memory serves correctly, it actually was open to the public for
quite some time after it first was created, which was how we found out
that it didn't have the scalability.  It got to the point where you
had to have the connection time out about ten times before you'd get a
successful page load.  Some day when someone donates a server farm to
us to play with we won't have such concerns.  :P

However, I'm not aware of any way to differentiate appealed things in
the bantracker (separate from any other removal or retainment).
Creating a blueprint for such a thing would be A Good Idea, IMO.
