I can understand the reason why it's private, as can I understand the reason for
the CC being private.  There may be sensitive issues raised/discussed there that
the person that they are talking to/about may not like being public knowledge.
This is for the same reason that as an op, I used to either take people aside
into a seperate room, or talk to them via PM.  There is good reason for it to be
kept private, though whether the list is being used in this manner, or just as a
medium for the IRCC for "conversation caché" (excuse my french!) I cannot
comment.
