It's not just for "non-core", but for "not *only* the core channels" (like
#ubuntu-ops is). Of course, that's not the way it has been used, but that's
exactly what we're discussing.
The idea was that if an issue might be relevant to everybody (instead of just
#ubuntu-ops or another channel), it could be brought up in #ubuntu-irc,
like "Hey, look, we have someone who has spammed a couple of channels, maybe
they'll do the same in more, watch out!".
This kind of information has often been kept restricted to #ubuntu-ops, when
it concerned core channels, but that was the *wrong* way of doing it.
And while #ubuntu-irc is dedicated to "operators", it has no no-idling policy,
so non-operators are perfectly free to idle there and give any kind of
information and warnings - they always have been, and it was another reason
for having it, with #ubuntu-ops being restricted.
