IRCC meeting for 25th December cancelled

Hi all,

Christmas Day has traditionally not been a very successful day for
meetings, so tomorrow's IRC Council meeting is cancelled. Furthermore,
the current IRCC has now officially expired, so we probably would not
take any new action items anyway.

Outstanding action items will of course still be actioned as planned,
but further plans are deferred to the upcoming new council.
