Channel approval +

Good day all,  I have started a project to connect all ubuntu users in
Africa in one channel, because, being such a vast area there are some
countries that only have one or 2 members with no chance or guidance for
forming their own locos or contact with other Ubuntu users. I have
created an IRC channel, #ubuntu-africa for this purpose. There are
already 7 official locos that have joined. Could I please have it
approved?
Secondly, with some of these countries having only 1 or 2 Ubuntu users I
would like to form a continent Loco so that all users have a Loco to
join. the wiki page is https://wiki.ubuntu.com/AfricanTeams . Also the
lugs on the continent have ubuntu users in with no chance of forming
their own locos. Could this proposal please be considered and if this
council cannot give the permission can you please place me in contact
with a council that can make this decision? By doing this in this manner
I am sure we will revive Ubuntu in Africa. Many of the locos seem to
have died out, but with the help from Tunisia and a few of the other
locos we are slowly finding the individuals and bringing them into the
fold. After all Ubuntu is all about community spirit.

If it cannot be done can someone please give me an alternative means of
providing a service for the small groups in way out places, and giving
them the sense of having a home to come to.
