Meeting announcement

Hello folks,

After a long hiatus, I am announcing the IRC Team meeting form next
Wednesday, September 9th, at 1800 UTC.

I think enough time has passed, and this justifies going off the
"normal" schedule.

If you have anything you would like discussed, please add an item on
the meeting agenda [1].
