non trova il file /etc/init.d/proftpd , l'hai cancellato?
prova a ricrearlo,
sudo touch /etc/init.d/proftpd
touch praticamente crea un file vuoto
e riprova con apt-get

altrimenti guarda il manuale di dpkg, ha una opzione --force-all,
brutale ma funziona!
