[ubuntu-jp:5636] リモートデバッグでTCP接続ができない

みなさまこんばんは

ubuntu　16.04
OpenJDK 1.8
eclipse Neon.1a

リモートサービス設定
Connection Name a
Type TCP
Host 192.168.3.210
Port 1534
Name linaro
Value linaro
———————
クライアント　192.168.3.6

という環境で、リモートデバックをさせるべくRSEに接続設定を作りましたが、下記エラーが出て接続不能となっています
このため、ターミナルよりpingコマンドで通信確認したところ、コマンドでは正常に接続できました。sshによるリモート接続も正常に接続できました。ファイヤーウォール関連も設定なしです

エラーメッセージ
Connect a finished with this error:

Failed to connect to ‘a’

the attempt to connect the connection timed out.
Please check that the connection properties are valid. 
Verify also that no firewall is blocking the communication.

Probably caused by:
接続を拒否されました(Connection refused)(java.net <http://java.net/>.ConnectException)

あちこち探し回りましたが、解決には至らず質問しました
識者の方のお知恵をお貸しください。
